Also stop libvirt-bin in libvirt-bin's preinst

When libvirt-daemon-system's preinst runs the new libvirt-bin might
already be unpacked and therefore the libvirt-bin service file already
gone. So additionally stop libvirt-bin in libvirt-bin's preinst.
