Remove last editor information from the page footer, link to info page.

Users tend to confuse the last editor with the page author and
contact people who make typo fixes or other small changes instead
of the people who worked on the page the most.

Removing last editor information should stop emails to typo fixers.

Adding a link to the info page should still give an option
to contact someone, but hopefully it will be main page authors.
