Hmm, of course my change did break something: stattrans.pl and the list of translation coordinators. However, on second thought I only need the entry in %trans and the sorting stuff anyway, not the entry in %langs which is causing the problems. So just removing (and removing the hack in stattrans.pl, too)

Sorry for the confusion, I thought we are calculating the up-to-date and outdated percentages with translations and not all the files - fixed that in the (mis)fixed outdated handling.

Added proper rounding to percent values for we are int()ing right there. Calculated percent_o in the same manner as percent_u.
Fix outdated percentage.
Simplify handling of non-english originals, remove outdated translations from up to date list, and ensure that percentages sum to 100.
Process pages which have no English version.
Display English translation status on summary page.
There was a revision number mismatch when checking pages that do not have an English original: X --> english --> Y did perform the same version checks as X --> Y, which is obviously wrong. [reported by Gerfried Fuchs and fixed by Matt Kraai]
