Prepend 'po' to SUBS so that .mo files are installed before used.
It is useless now, but it is safer to commit this change, otherwise
first tests will surely fail.

Finally tweaked the Makefile again to handle chinese sitemaps
properly.  This should be the make[tm] way to go.  It's tested now,
and it works.  Yeah!  One day I'll be a Makefile guru.

"It worked" was said too early, I guess...  Now the dependency for our
sitemap reflects chinese dialects as well, hope that helps.

joy added $(HTMLDIR/sitemap.$(LANGUAGE).html to install depencies so make rebuilts sitemap when really needed; I tested this and it works, so now copied to all other builts
