Add a "Refresh Bug" menu item, which fetches the current bug properties
on which the diff is generated. It does not yet update the mail log

An own build of libldap-ruby1.8 needs to be pulled in, as the version
in unstable's broken. (Invalid regular expression.) The version in 
stable did work, though.

Add a RuntimeConfig singleton to enable a new `--debug' CLI switch, 
which turns off cache serialisation on application termination.
(The END hook obscures the backtrace on a crash.)

More documentation for the mail module; depend on libglib2-ruby (which is
probably installed anyway), and convert the UTF-8 text from the GUI
into ISO-8859-1. This is dirty and should be replaced with proper
QP encoding of UTF-8 later.
