Clarify fixed issues in packages

Mention that the CVE description isn't enough, and that
the Debian package should be double-checked before assuming
that an issue is fixed in a particular version. If someone
wants to elaborate on how to double-check, I think that would
be useful.

Explicitly mention steps that should be taking before marking
an issue NFU. Mention to add a NOTE if there is any doubt.
Include links for making an unstable chroot. Clarify handling

very nice document, I've added a remark about read-only access to
our data and documented the severities. (I guess this was the concensus
we had at Oldenburg, feel free to change/amend, especially the people
who couldn't be present in OL).

Adding a narrative introduction to the testing security tracker

This form allows you to request diffs between any two revisions of this file. For each of the two "sides" of the diff, enter a numeric revision.
