Update copyright and fix english errors.
Handle removed packages in a better way.
Apply patch of Thijs Kinkhorst to fix #325860 (URL escaping of BTS link to patches).
Also encode ~ for lintian links (whack-a-mole bugfix, not a real solution... Next time someone uses a weird character, you get the same effect. Lintian should get sane URLs; Closes: #349712)

HTML 4.01 Strict conformance
Adding support of volatile / secure-testing.
- Add clear: both to contentstable since some browser actually do rightfully care about that (e.g. opera) - Add <p> tag in <form> since that would be the correct way to do it in HTML strict (after doing that mozilla actually also cares about the CSS error fixed above)
