Use the .d.o address of the security tracker, and fetch issues count from there
The issues count page is now generated by the tracker itself, which has
the advantage that the data is up to date whenever requested.

Next time someone uses a weird character, you get the same effect. Lintian

- Add clear: both to contentstable since some browser actually do
  rightfully care about that (e.g. opera)
- Add <p> tag in <form> since that would be the correct way to do it

- Integrate mail setup in the CVS
- Need to set the PATH everywhere because exim doesn't provide a sane
  PATH apparently.

- Remove the warning about master not running woody.
- Enable 2 new aliases to let people add custom entries in the section
  "latest news"
- _uploads@packages.qa.debian.org is now subscribed to debian-devel-changes
  and the uploads are integrated in the PTS in real time

* _Much better_ performance by regenerating only what is needed.
* Integrated an excuse.xml in each package directory.
* Generate the HTML page only if one of the XML file changed.
* bin/other_to_xml uses a signature mechanism to know if the content
  changed.
* The news have been taken out of other_to_xml.py and have their
  update_news.py launched when new news arrived.
* The XSL has been improved (3 times faster).
