- add rendering of the "DM-Upload-Allowed: Yes" field, if any
- more generally: added a "Maintenance info" field in the general information
  section, it will show maintenance related "tags" like DMUA and (forthcoming)
  having part in the LowThresholdNMU list

- Add clear: both to contentstable since some browser actually do
  rightfully care about that (e.g. opera)
- Add <p> tag in <form> since that would be the correct way to do it
  in HTML strict (after doing that mozilla actually also cares about the
  CSS error fixed above)

* Moved cgi scripts to a cgi-bin directory. Updated everything accordingly.

* _Much better_ performance by regenerating only what is needed.
* Integrated an excuse.xml in each package directory.
* Generate the HTML page only if one of the XML file changed.
* bin/other_to_xml uses a signature mechanism to know if the content
  changed.
* The news have been taken out of other_to_xml.py and have their
  update_news.py launched when new news arrived.
* The XSL has been improved (3 times faster).
