- Add clear: both to contentstable since some browser actually do
  rightfully care about that (e.g. opera)
- Add <p> tag in <form> since that would be the correct way to do it
  in HTML strict (after doing that mozilla actually also cares about the
  CSS error fixed above)

Avoid bouncing on spams which are using "@packages.qa.debian.org" in their From field.
I get too much bounces from spam sent with "postmaster@p.q.d.o" as From field.

* _Much better_ performance by regenerating only what is needed.
* Integrated an excuse.xml in each package directory.
* Generate the HTML page only if one of the XML file changed.
* bin/other_to_xml uses a signature mechanism to know if the content
  changed.
* The news have been taken out of other_to_xml.py and have their
  update_news.py launched when new news arrived.
