Allow RFHs to be filed for binary packages; I'm not quite sure about this,
but it seems there's a valid usage for this (e.g. #282283, a RFH bug for
'dselect'; changing that to dpkg would take information away since it's
really a specific binary package for which help is sought).

Fix logic of experimental handling: only close bugs with a "this exists in
unstable now" if it actually exists in unstable... for now, don't close
bugs marked as fixed-in-experimental when they're not in unstable yet,
because apparently some people think such bugs should remain open.  I
disagree, but who cares... we'll hopefully have version-tracking soon.

Rewrote script which generates the orphaned.txt file.  Now in Python (hi
weasel), checking whether LDAP server is reachable (no longer overwrites
existing file with an empty one) and sorts packages by age.
