Do escape characters as many times as needed

The code is still bogus, since the <a>'s href should be url-encoded,
but the current code will at least prevent some issues.

Correctly support the new concept of multiple level of folders
Files from the previous file release system use a main group and then a
per-release directory. The new system allows any sort of arrangement.

Fetch the files listing from heanet and make the redirector generate a file listing
(Closes: #543711)
Some sort of incremental file listing update is needed, but this should do it for now
