Also have calculate-override-disparities use get-packages, and revert addition
of sh & hurd to the list of archs to check: those are too often outdated to
actually list in the PTS as an override issue. Now really closes: #335873

Convert to using data/ftp/get-packages, so that this script uses Packages.gz,
rather than bare uncompressed Packages files which no longer exist for all
suites (Closes: #335873)
