Initialise %counts and %realcounts properly, to cope more gracefully with
packages moving from one source package to another without the
corresponding lists being updated (e.g. diff -> diffutils).

The fix to ignore sarge-ignore just produced the opposite effect,
since they weren't ignored if they were tagged sarge, too (which
is obviously very common)
Introduce a new always_ignore categorie to fix this

binary_to_source returns its argument rather than undef if it can't find a
source package. This lets us cope with pseudo-packages more gracefully.

Ignore bugs tagged sarge-ignore rather than showing them in parentheses.
The point is to get them off the radar altogether for sarge.

Try to better find "bugs that matter" by not ignoring or lighten
bugs that are tagged sarge (except if they are tagged sarge-ignore
or pending of course). Increase copyright year to 2004.

Moved to merkel. There's no /etc/debbugs symlink there, so use
/org/bugs.debian.org/etc.

Use /org/bugs.debian.org/spool/index.db rather than the DB_File indices. I
timed the speed penalty at around 0.3 seconds per search, which I consider
negligible.
