* _Much better_ performance by regenerating only what is needed.
* Integrated an excuse.xml in each package directory.
* Generate the HTML page only if one of the XML file changed.
* bin/other_to_xml uses a signature mechanism to know if the content
  changed.
* The news have been taken out of other_to_xml.py and have their
  update_news.py launched when new news arrived.
* The XSL has been improved (3 times faster).

Don't hard code the path of the config file so people who put this
script outside of /org/qa.debian.org... can use it too.  Simply

Only use the first keyword from the command line.  The BTS LDAP interface
currently only support querying for one paramter.  This will either be
fixed when Torsten or Ben fix the LDAP interface or I use debbugs SQL
database for this (which I plan to do anyway sooner or later).

When reading in the listing of helpers, check if the package he wants to
work on is still listed in the lintian report.  Otherwise, the package
would be listed even though it's not in the lintian report anymore because
"$in_work += $#{$man{$package}} + 1;" adds $package to %key...

Add more intelligent checks what a person has yet to do.  Basically,
the program creates a listing of items to do and of done items (and
one listing of items to ignore) and compares them.  Thanks to weasel
for showing me that a regex is not the right solution, and for moshez
for some discussions ages ago about this.

Now that I've implemented it, I must just convert all the summaries done
so far to proper summaries and write some docs saying what 'proper
summaries' are so other people can actually use the MIA DB.

Rewrote script which generates the orphaned.txt file.  Now in Python (hi
weasel), checking whether LDAP server is reachable (no longer overwrites
