    - Updating file to point to Pypi.

    - Updating Build-Depends to the new -dev package name of libicu 3.8 -

    - Removing 64bit-fix.dpatch, setup.py.dpatch - patches integrated
      upstream.
    - Adding no-setuptools-please.dpatch.
