Copy pre-revprop-change from pre-revprop-change.tmpl.

The default script looks fine: allow changing svn:log, but not others.
(svn:log is the only revprop I ever seem to want to change.)

This form allows you to request diffs between any two revisions of this file. For each of the two "sides" of the diff, enter a numeric revision.
