Put back psql 8.1 | 8.2 dependency rather than >= 8.1 since 8.3 is not
supported by ledgersmb at this time.

Removed postinst and postrm, they were used for configuring apache2 with
wwwconfig-common and were not properly configured and was not policy compliant.
Also removed wwwconfig-common dependancy.
