correctly detect version tag

* Upstream sometimes appends additional characters to version
(rc1, etc), which shouldn't be packaged.
* minor patch releases can be X.Y.Z.Z, so optionally find those.
* 'v' has been deprecated upstream in version tags.

merb's internal plugin mechanism uses gems, so depend on rubygems with the core lib
