Commit the security fix for kdegraphics. This is pulled in as part
of a branch update.

Note that I built this package successfully, but it was
on top of kdelibs 3.4, and I haven't actually _run_ the packages...

Still, whoever does the upload can perform these checks. Hopefully
this can go in soon.

Add GFDL to debian/copyright. Add changelog entries as appropriate.
For arts, it's more of a clean-up and relicensing.
