Move the greeter widgets from kdebase-bin to kdm.

This is for trunk, i.e. KDE 3.3. Comment/revert
if you think I've forgotten something, or don't
want to try this change before Sarge.

  * After clearing up some issues with multiple de.po files being sent for
    inclusion, include an updated German po-debconf translation sent by
    Florian Ernst, and agreed upon several translators. (Closes: #291954)

dato, I hope you don't mind, but I'm committing your
manpages. Also, the konsole font patch I was mentioning
yesterday didn't work as expected, so I'm not committing
it. Anyway, feel free to upload kdebase when you're done
with it.

kdebase updates:
 - KDE_3_3_BRANCH update
 - update kdeprint documentation to sync with kdelibs patches
 - add NEWS.Debian for kdm, explaining the "keyboard doesn't work"
   problem when upgrading to KDE 3.3, and how to deal with it
 - fix update-alternatives prerm scripts: only --remove when
   the package is actually being removed, not upgraded (this should
   prevent the needless resetting of the sysadmin's preferences on
   package upgrade
