Bump standards version (no changes should be needed)
and also debhelper requirement (shuts up lintian, since cdbs
runs a dh_ that only appeared in 5.0.31, or something like that)

Instead of including a full copy of the Library GPL,
point to an older LGPL version still in common-licenses.

Upon review pending upload to experimental, I noticed
an error in the copyright file; GNU Library GPL !=
GNU Lesser GPL, or LGPL.

This should correct things.
