Instead of including a full copy of the Library GPL,
point to an older LGPL version still in common-licenses.

Upon review pending upload to experimental, I noticed
an error in the copyright file; GNU Library GPL !=
GNU Lesser GPL, or LGPL.

This should correct things.

don't apply, so those that can be synced we'll treat as regular
patches.
