Make kdebase metapackage transitional, so that we hopefully can kill it
once squeeze is out. kdebase just depends on kde-minimal.

New metapackage: kdebase. Old kdebase has been renamed to kdebase-apps and
a new kdebase meta-package is being added here. This package is the KDE 4
equivalent to KDE 3's kdebase.
Old references to kdebase are not kdebase-apps.
Remove in kde-minimal all the depends to the kdebase-* apps and just
depends on kdebase.

Bump standards version (no changes should be needed)
and also debhelper requirement (shuts up lintian, since cdbs
runs a dh_ that only appeared in 5.0.31, or something like that)

Update timestamps.
meta-kde and meta-kde-extras are ready to be uploaded!
I just updated their package descriptions to be in
accordance with the new "policy" for package
descriptions. Nice to get into the archive before
3.4 hits main, since many package descriptions
now refer to package kde for more information.

Overhaul package descriptions for the metapackages.
Sine the new package description policy has packages
refer to their metapackages, this is essential.
