* revert libdbus-1-dev, libkeyutils-dev and libxml2-dev in build-dep by popular vote.

Clean up kdelibs build dependencies:
 * add libxtst-dev introduced recently in kdelibs trunk.
 * replace libpcre++-dev by libpcre3-dev (right package to use).
 * replace libavahi-core-dev by libavahi-common-dev (right package to use)
 * replace libtiff-dev by libtiff4-dev (right package to use)
 * remove libgif-dev. useless.
 * remove libdbus-1-dev, libkeyutils-dev, libstreams-dev and libxml2-dev.
   they are bringed by other build-dependencies.
 * reordered build dependency packages:
   * line 1,2 and 3 are "requirements"
   * line 4 and 5 are "optional"

Very long todo.

There is a huge list of files not yet plased in any of the binary packages.
Is the binary packages correct?
control file need descriptions
copyright
and other basic stuff. like preserve changelog
