Some packaging improvements: use dh_installexamples to install examples,
adapt README a bit and include it in the /u/s/d/s-p/ dir, use UTF-8 encoding
for the changelog.

Install NEWS.Debian, do not install the caff-specific
readme as the general readme. The specific readmes are
present in the orig.tar.gz, we might consider integrating
the documentation a bit in the future.
