Make CONFIG_PACKET, PACKET_MM and UNIX builtin on all architectures:

Sparc build is currently dying since one of the
find commands in post-install script comes up empty,
causing xargs ln -s ... to fail. I have added a -r
(aka --no-run-if-empty) to xargs, which should fix
it. I'm not sure whether this is a proper solution,
but it should not affect anybody.

Config updates for 2.6.13. Main change I wanted
to do is to enable HPET_EMULATE_RTC which fixes
309909. That required setting RTC=y instead of
RTC=m. Since it looks like I was the first person
to run split-config for 2.6.13, it also set a
bunch of unrelated options. I'll post to d-k to
make sure that this is a sane thing.

* [ia64] Workaround #325070 until upstream works out an acceptable solution.
  This bug breaks module loading on non-SMP ia64 kernels.  The workaround
  is to temporarily use an SMP config for the non-SMP kernels.  (Note that
  John Wright is running benchmarks to determine the overhead of running
  an SMP kernel on UP systems to help decide if this should be a
  permanent change).

  * Disable BSDv3 accounting on hppa and alpha, it was already
    disabled on all other architectures. Also unify BSD accounting
    config into top level config, rather than per flavour configs.
    This shows that BSD accounting is available on all except
    sparc and the rpc and s3c2410 flavours of arm.
    I am not sure if that is intentional.

Move all CONFIG_CRYPTO options out into global config; this unifies
CRYPTO_CONFIG modules for all archs except arm (which disables the crypto
stuff; i assume Vincent has a good reason for that..).  I left the md5
module compiled in statically, since most archs had it set that way; if
there's no reason for this, we can make it a module instead (I'm assuming
there's initrd-ish stuff that needs it?)

We need to keep the current uploaded package in trunk, anything else would be

  the debian/bin/gencontrol. It's not the prettiest

* Changed gencontrol to strip all lines starting
  with # from the generated files, so comments

Add some description files for flavours.  Basically, for each flavour, if
'class' is set, then in the description, "@class@ class systems" will be
described; if class is not set, then the flavour name will be used.

Ie, if there's no desc.386, then "this kernel is for 386 class systems" will
show up in the description.

There's also @desc@ (see the s390 stuff for an example) that will be appended
to the description.

I haven't actually implemented this yet; please fill in what you need for
your pet architecture, and I'll do it tomorrow.

Few changes to sparc32 config:
 * Disable initrd support (*sigh*). Enabling initrd
   breaks the boot and at this point it does not
   look like there is a simple fix.
 * Compile the disk and cdrom SCSI drivers in, so
   that we can actually boot without initrd.
 * Disable multiple LUN probing for SCSI
   devices, as it causes the SCSI driver go
   ballistic occasionally.
 * Remove the support for Emulex SCSI driver,
   since it is PCI and we don't have it on
   sparc32 anyway.

future-proof $(major); we don't want an upstream of 2.6.12.1 (for example)
returning a $(major) of 2.6.12.  It might be better to have $(major) be
the actual major version (ie, 2), and export $(minor) as well (ie, 6).
