update_wwwall.sh: generate the information for the DEHS-DDPOMail robot integration
dehs_pg.php: make sure the database is completely 'cleared' (clear_db) on all calls
Don't call vers_conv when using the mangled Debian version nor when up_vers=debian_vers (possible uversion mangling by watch file)

Fixed the generator of no_updated.txt so it does only list packages which aren't up to date (thanks to Stefano Zacchiroli for pointing that out)
Fixed updated_real_count* so it doesn't incorrectly work just like updated_count*

Defaulting to uscan.pl from svn
Fixed typo which prevented copyright files from being downloaded
Updated watch-wiz to use sf's redirector and make two attempts to guess watch file
