setup and use UTF-8 locale (thanks Matt Fischer for the blog post http://www.mattfischer.com/blog/?p=105)

to avoid setting up those environments again for the install command (not sure
if needed actually), I decided to export those globally.  To ensure that locale
is present ASAP so there are not spurious warnings/errors I am using 'DUMMY :=
$(shell ...' construct so it gets "evaluated" right when encountered, i.e.
before any dh command.

ENH: Introducing installation steps.

First using setupenv.sh to package the build into
a tar.gz file, as it is preconfigured already in

ENH: Patching sr_unix/comlist.mk file.

This file uses MAKELEVEL and check it against 0,
but in the Debian build environment, the make level
is going to be higher. This difference was preventing
the build from peparing several configured files.

Updated changelog to describe the current plan
of packaging a modified version from upstream
in which we included the files that required a
mumps compiler to be generated. This new attempt
will only require gcc to be built.

Took some information from the changlog file in
the fis-gtm-initial directory. In particular the
bug number that is associated with this package.

Fixed path to template file and added echos.

The defaults.template file is actually in a
fis-gtm-initial subdirectory. Before it was
pointing to a fis-gtm directory.

The echos were added for debugging purposes,
while we gain full confidence in the correct
behavior of this script.

Improving management of temporary directories during
post-installation. Before it was using FISGTM_ROOT 
that is usually set to /usr/lib/fis-gtm, as the place
to create a subdirectory in which the tar.gz files of
the distribution were expanded, and later configured.

Now, it creates such temporary directory under /tmp, and
by using mktemp. In this way it keeps the distribution
cleaner and follows a safer process as in indicated by
lintian.

The process was made a bit more verbose by adding echoes.

 Fixing postint script. It was attempting to delete
 a temporary directory with "rmdir" but the directory
 at that point contains multiple files. Replaced "rmdir"
 with "rm -rf".

  Modified format of the copyright file to satisfy the
  requirements of http://dep.debian.net/deps/dep5.
  In particular, changed the Affero GPL license short
  name to AGPL-3.0, and inserted periods (".") in the
  empty lines of the AGPL full text license, to convert
  it into a single paragraph, as required by the guidelines
  to make it machine-readable.
