The first measure to prevent '&' in URLs was enough - it was just a caching problem that imaging page did not work

Use relative paths from tasks/index.php to the task sections to work
nicely in Debian-Science which resides in a subdirectory of CDD.

Prevent HTMLTemplate.py to Encode our strings - we just do this ourselves.
HTMLTemplate.py is buggy and ignores own {De,En}coders.  I gave up to provide
a real fix but just changed the default encoder to do nothing.
