- Use a single target base name per event
- Do not transcode recordings for locked events, since they may get more
recordings later
- Concatenate multiple recordings of an event in order of recording start time
This is based on changes made on the pycon09 branch, but adjusted to
preserve data from previous conferences.

Although the RSS feed only includes the 'low' format, we want to publish the 'high' format files too.
Therefore define a 'published' flag to video_target_format and use it in dc-publish.

* Install the conf dir into /usr/share/doc/debconf-video/conf so we can copy
it with fai to /etc/default/debconf-video and sed the right passwords in,
after setting them manually once.
* Added Ben and myself to uploaders.
