Undoing the last rollback. Since this now works for me i'm happier with the compromise to use modified versions of the debiandoc-sgml tools from the quick-reference tree.
Rolled back the changes that allowed latex derived formats for ja and zh_TW since this adds a dependency on modified versions from the quick-reference manual. This hack is not sustainable nor scalable.
