rationalize file names etc. in line with recent debiandoc-sgml. Some breakage may happen for package build and web page may be moved. Web page breakage will be fixed by DDP updates.

Update build script to cope with BUILD_TYPE
increase TeX's memory settings for Woody and Korean PDF
partly reverted last change to allow building on www-master, package building is not affected by this, (temporary workaround until www-master updates debiandoc-sgml)
This will break build on debian server but need this for next upload.

Work around another bug in the woody coreutils' test. A -nt B is false there if B doesn't exist.
Replace /usr/bin/[ by /usr/bin/test since the syntax of [ is incompatible between woody and sarge and this breaks the website build

Since it was successful with FAQ, here I go with 2nd package by Josip. Now all of language are available in PDF/TXT/HTML If this Make is called by debian/rules, some care may be needed. Tested in my woody. :)
made the English HTML and plain text files have the .en extension; symlink foo.html to foo.en.html in the instaled directory
fixed MANUAL so it works when the directory is named maint-guide-\d.\d\.\d, too
