Add Makefiles to build debian-fr-howto.sgml and install it
into .../doc/manuals/fr/debian-fr-howto/
As it has not been thoroughly tested, top level Makefile has
not been updated yet.

This document describes how to localize a Debian box for French
speaking users.  It is similar to the Francophones-HOWTO document,
but is specific to Debian system  [Nicolas Sabouret <nico@debian.org>]

/manuals.sgml/fr/ is for Debian documentation specific to French
speaking users.
