Drop paragraph about vanilla debian/rules files which mainly points to a no-longer working link.
The rest of the sentence doesn't bring any value. People are always free
to use whatever works for them since the developers-reference is about
guidelines and not rules.

Fixed working of the repackaged tarballs section to avoid giving the impression that it's a standard packages must comply with. Closes: #489135.
