renamed svn directory "faq" to "debian-faq", to that this directory has the same name as the debian package, and commit messages will get sent to the right pts address

The manual page of make-kpkg is in section 1 not 8 (compare Bug#350530).
Also changed <tt> to <file> tag for a file name.

No file moves but now publish in all language translated. Now, Makefile is
somewhat ugly but I wanted to toutch least files. If only DDP had directory
use and extension use policy, this mess did not happen.
It was pity to see source but no development version published.
