The current consensus on the GFDL is that it is not free so I'm updating this

Uncommented the install targets (why were they commented out??) so that
the new content propagates to the web server and mirrors

Move GFDL and OPL into the licenses not yet fully approved, stressed
the fact that GPL is recommended above any other doc licenses.

Added some of Adam's thoughts (in the DDP TODO and in the recent mailing
list post) regarding source packages.

Rewrote the SGML formats, added proper naming of LaTeX/TeX, some more TODO
stuff, proper structure for the DDP procedure and rewrote the binary package
section (in order to clarify the different separation possibilities when
translations are available).

This new file is a placeholder for policy that is applicable to all
documentation (be it manuals, articles or whatever). Currently includes:

- who is responsible for it? who is translating it?
- what license is considered acceptable for a document in the DDP

New version of the DDP policy now including much more stuff.
I have reformatted the FIXME stuff so that documents are easier to
read once we start publishing it on the web site (shouldn't we do
this now so discussion on the document is easier?)

I have separated the common policy into a separate file (will commit
in a minute) including the licensing stuff.

However, I have still to revise/update many chapters...
