Quote words that were quoted in the etch release notes.

It seems the '"' marks were killed in the copy-and-pastes.  I
manually reinsert those marks as '"' for verbatim expressions and
<quote> for normal text.  Note that I do not know all of them are
essential; I just resurrected them mechanically because at least some of
them are necessary.  Feel free to replace them by more proper tags if
necessary.
