Convert to po-debconf, set Build-Depends-Indep: debhelper (>= 4.1.13)
to ensure that generated templates are right, and set output encoding
to UTF-8.

Use the distribution names (woody/sarge/sid), and not the general names (stable/testing/unstable), as base-installer/debootstrap need the correct distribution name.

    which I added brazilian portuguese (pt_BR) debconf template
    translations. Fixing it now.

- Fix up using discover somewhat
- Remove emacs changelog variables
- Make _all udeb, not _$(ARCH)
- Strip off the Package header in the templates file, since it could confuse
  cdebconf.
- Get rid of the build-dep on cdebconf-dev, we don't build-dep on it at
  all.
- Use discover's database instead of detect, build-dep accordingly.

* cdrom-detect is an udeb that will detect CDROM readers using discover,
  insert the corresponding modules and mount the CDROM.
* it can handle special case through a debconf interface (ask module and
  and device).
* It is based on a linuxrc script of Progeny.
