Merge in changes to support auto-install.udeb:
* extra "auto" labels in syslinux.cfg
* inclusion of auto-install & ai-chooser on any medium with localchooser
* delayed configuration for localechooser & kbd-chooser
* base_{in,ex}cludes as debconf values in stead (or as well) as files
* splitting out preseed_fetch into a script so that it can be run by others
