Reorganization of appendices in manual:
- Moved Installation Howto to be first appendix
- Remamed appendix.xml to random-bits.xml (for all languages)
- Made gpl into separate (last) appendix
- Changed intro for gpl

De-emphasise the use of debconf-get-selections since it does not produce an
immediatly usable preconfig file. Move the example-preseed file to an
appendix, and move the file around in the tree to match.

to where it belongs (also done for ja and cs)
- in build/common.ent:
. changed variable for nr of Debian maintainers to 900
. added variable for nr of maillists
- use new variable for nr of maillists in en/welcome/what-is-debian-linux.xml
