Minor update with correct translation order for arch-dependent packages
A few minor corrections (references to old files layout)
- Minor changes: typo fixes and some more verbosity in some places. - Point people to the debian-i18n mailing list. - Added pointer to iso-codes CVS access (took me a bit to find it)

Added passwd (it is of required priority) to the list, added more packages based on important/standard priority (high chance users will have those installed) and mentioned the 'by priority' and 'popular' as a possible criteria to decide which translations should be first worked on.
