Let's say Persian "halfpass". After all, the install finishes with a Persian-speaking system, though we don't have Persian translations at the moment..:-)

Latvian is OK. Lithuanian fails (lt.kmap missing) but pass with US kbd

- Move some files to a doc/devel subdirectory.
- Moved partman docs over from packages/partman, and build them as part
of the doc build process. Add build dep on debiandoc-sgml.
- Also moved in partman-auto recipe documentation.
- Added example preseed file for automated installs.
- Rewrote design.txt.
