vendor/debian: fix multiple problems with SSO authentication via Alioth

Alioth login also generates REMOTE_USER in DEBIANORG::DEBIAN except that
the username ends with @users.alioth.debian.org. This was pretty confusing
and resulted in wrong emails generated in the database.
