core/utils: make get_decoded_message_payload() more reliable

Instead of adding a latin1 fallback everywhere we use
get_decoded_message_payload(), we insert that fallback in the funtion
itself.

This fixes multiple issues where some news stored have improper
charset data that would override whatever we passed as default_charset
data.
