debian/: patchset and rules file updated

- 0008-use_cuda_pointer_arithmetic_in_integers.patch added
- 0009-add_flag_disabling_SSE-SSE2_intrinsics.patch added
- rules updated to enable/disable SSE/SSE2 support on i386
