Switched the build from Ant to Maven to publish pom and upstream provides pom.xml.
Updated standards version to 3.9.4.
Updated Vcs-* fields to use canonical form of urls.
Added Stephen Nelson to list of uploaders.
Updated copyright to 1.0 format and updated deprecated BSD license.
